I think it is a bit early to be getting that giddy over Hazard.
He has played Wigan, Reading and ok a good team in Newcastle.
I am not saying "CAN HE DO IT ON A WEDNESDAY NIGHT IN WINTER V STOKE!!!" but lets just wait and see how he does over the rest of the season.
Wigan didn't play badly, neither did Newcastle. You can only beat whose infront of you but the things that make Hazard so good should translate to any team. He does very well when shoved/bumped into, he spins off players, keeps upright and keeps control of the ball. Its generally against the worse teams that are more likely to foul/smash into you because they've got less good players that the "tricky" players tend to do less well against. Where Robben will flop over every time someone brushes against him.
Average players who aren't great, the likes of Song for instance, won't get caught out against average/poor teams but get shown up like a fool against the best teams when their slow sideways passing gets intercepted and their awful positioning or lack of pace hurts them badly.
That's generally why the "but can he play well against Stoke in the rain" thing comes from, a tricky/fast/quality player might do great against good players but not have it in him to take a hard tackle against a crap team.
I thought Hazard, like so many others, might find the league too rough, hit the deck every time he's touched but he's been quite the opposite, spinning away from physical challenges and turning it into an attack. That first goal he setup was just that, saw the hard tackle coming, turned away from it, kept control of the ball and played the ball on for a fantastic chance(actually that might not have ended up a goal, can't remember).
I can't remember the last "top" player, or potentially top player who started off this well, he's been class so far.
