Arsenal were interested in him a couple of years back and probably still were this summer but Chelsea paid more than double Arsenal's record transfer fee and no doubt a tasty wage packet to boot. Realistically the only clubs that could compete in a bidding war would have been MC, PSG, the Spanish giants and maybe MU although having brought in Kagawa I don't think they planned to spend that sort of cash.
Judging by this article Arsenal were priced out and it was Chelsea and MC competiing for him. In fact for all we know there may have been a bidding war with MC hence a pretty big fee:

Slightly worrying though if Arsenal don't have the money as they have been very balanced in the transfer market in recent years so despite constantly being told the stadium move had no impact on finances it makes you wonder what happened to all those £30m+ warchests Wenger allegedly had at his disposal. Maybe they should consider buying fewer players in the £10-15m bracket to free up funds for the superstars.
Not to be too arsey but, Highbury, 60mil wage bill, last year(infact the season before) 120mil wage bill, this is incredibly obvious and the new stadium or lack of financial power is an excuse, a poor excuse and an incorrect excuse.
AT Highbury that would have put us at a 40-50mil debt every single season at the moment. The extra money has gone on high wages for youths compared to other clubs, the worst players in the team on 40-60k a week, a HUGE squad, and constantly buying a bunch of 8-10mil players who end up being crap.
Our money is tied up in Wengers truly awful wage policy, massive waste in the transfer market. Arsenal still have 100mil+ in a cash account, though clubs like having it as it generates interest which the club can claim as club income. Fact is Arsenal CAN at any time buy a 30mil player, but the real problem is, we liked Hazard YEARS ago, we could have bought him years ago before anyone else jumped, instead we bought crap years ago, and then couldn't afford Hazard today. This is Wenger's masterplan, and its inept and failing.
Fundamentally it's not working for Arsenal because Wenger buys someone like Diaby, I have no issue with that at all, but when its clear he's both not good enough and not physically capable of being part of the team..... instead of cutting our losses and saving 10mil + in wages, we give him a new improved contract, and rinse repeat that for a dozen + players and you're talking the difference between being able to afford Hazard, Aguero, Mata, and not being able to.
5mil here, there and everywhere add's up to epic title winning squad, or flushing it down the tube on players who aren't even playing.
You can't win things nor make money, nor afford new top players if you have players you know aren't close to good enough, and continue to give them high wages.
Diaby, 3mil a year, Song, 3 mil a year(thankfully no more) Walcott wants 5mil a year, Denilson, god knows who is paying his wage at the moment, Djourou, 3mil a year, Squillaci, 3mil a year, Chamakh, 4 mil a year, Santos, 3-4mil a year, Gibbs, 2-3mil a year, Mert, 4mil a year, Gervinho, 3-4mil. That's easily well over 25mil a year on players who, some play, some almost never play, and none who are good enough, ignoring transfer fee's, signing on fee's(which conservatively is 45mil for that lot). That is waste, Gervinho didn't look good, has never looked good and I can't imagine what the scouts saw in him.
Fact is, if Wenger had cut players who clearly weren't good enough and stopped throwing stupid panic money at stupid players, Santos, Mert, I honestly can't imagine what scouts saw in Gervinho to make them buy him, Squillaci the same, we'd be swimming in cash.
Wenger used to have an eye for a player, the right kind of player, and played very different football. he's actively buying different quality of player to before, wasting more money than ever, and making the team worse year on year.
Financially Arsenal are rock solid and a new manager clearing out the trash and buying in quality players and there is no reason Arsenal can't do well again, we will not with Wenger.
