because i'm a "nice guy" i just rathered kept the peace and let him deal with it
I am a nice guy by nature which sometimes really does annoy me because it means I can avoid situations like these

That's the worst of all worlds, OP will have to do loads of work and still be putting up with the slob in 3 months' time.Why don't you clean out his room while he's away and tell him you expect it to be as tidy as you left it in 3 months or you'll have to get the landlord involved?
I get that. What proportion of blame would you assign to the housemate and what to the OP? I would go 80 20 at most.
