Is block mod required on the facelift ones he’s saying it’s not needed I don’t know about that as I drove one which did it have it but what do I know....

How much do you want to spend overall on the car and what do you want from it? The mk3 is much more modern inside, particularly if you pick up a facelifted car. The mk2 facelift also still looks great if well kept and they're a bit more involving / have the natural soundtrack. Having said that the price difference between a nice mk2 facelift and good mk3 (early) would have me in the newer car every time
