Sounds garbage to me. 11% is probably the boost in clock speed, and the 51% increase comes from the 50% increase in cores.
This would be a drop in upgrade for current 1151 users such as myself, but if I'm getting a new motherboard it's going to be Ryzen.

It would not. Intel is coming out with a new socket for these. Same number of pins, but incompatible? Why? Because Intel.
These benchmarks was probably from few months old 8700K ES, look like much faster than 8 core Ryzen 7 1800X. The very interesting I noticed is 8700K scored 20020 Passmark, if it will be around that ballmark then it as fast as Broadwell-E 10 core 6950X at 3GHz scored 20017 Passmark.
