I always preferred the old way of doing it, where you'd have McLaren and Ferrari generally trading 1 and 2 with 27 and 28 for a few years on the trot.The numbers aren't worked out like that.
Number 1 is the current WDC, his team mate gets number 2. Then all the rest of the pairs of numbers are assigned to the teams based on their finishing order in the WCC (or the order they entered if they are new). Number 1 goes to the WDC in whatever team he's in regardless of where that team came in the WCC (i.e. it follows the driver if he changes team).
How the teams other than those with 1 and 2 assign those numbers is up to the team. Most choose to do it on championship order, but that's not a rule, its just a rule of thumb.
Currently Mercedes stand to be cars 9 and 10 next year, as they are 5th in the WCC. How they assign them is up to them.
Pitlane placing goes on WCC standings pretty sure.
