They never really finished last much. You've got to go all the way back to 1980 to find them out of the top four in the Constructors Championship! But even after '82 and '83 when they won the WCC, they still kept 27 and 28.

Didn't Ligier used to keep 25-26? Williams I think always reverted to 5 and 6 when they didn't have a champion at the helm (hence our Nige's Red Five).
Ferrari should always be 27 and 28
Winning the 82 WCC was pretty massive considering we lost Gilles and Pironi that year, should have been a WDC as well.
Before 1996, it was generally only the 1-2 numbers that moved depending on who the champion was. Teams kept numbers for years. So Ferrari always ran 27 and 28, aside from 1990 when Prost moved there as reigning champion. Another team that kept numbers for years was Tyrrell, who always had 3 and 4. Lotus used to always be 11 and 12 as well.
