Email contact form, they have two forms. One for general advice, and the official complaint one. I'd say you're well within your rights as you've kept contacting them( Manufacturer and Seller) to no avail.

I'll say wait for the Dell version of this monitor. I think this monitor will come with Dell's "Premium Panel Guarantee" so if I were Dell and use this Panel then I'll be sure that the Backlight Bleed problem is resolved before buy this panel from LG or else they'll lose a lot of money.Really wanting to purchase one of these but I keep telling myself I should wait for the Dell and the AOC version to see if there cheaper and less issues.
No details on when were going to see these yet I presume? I couldn't find anything apart from august and September estimates.
Since its using the same panel aswell I presume the only difference will be build quality and price?

Right let's see where this goes then.

If you use your credit card to pay for something through PayPal and the funds go direct to the seller, then as long as the company you're buying from has a 'Commercial Entity Agreement' with Paypal you may still be able to claim under Section 75 for any misrepresentation or breach of contract.
Depends on what weight is being supported for the monitor and type of desk. If it's a piece of MDF then sure it won't last but any normal office desk that's 1-2" can't be a problem.
Edit*
I've filed an indemnity claim with my bank for the money for the monitor. They said because it was paid for via PayPal (DD attached to my account) that this is the only way.. It will take a few days to confirm it can be authorised or not by them so at least I've got a few things in motion and one of them should work out. I've also emailed the UK LG CEO to see if there are strings he can pull.
If my claim goes through I'm keeping the money and buying elsewhere UK based and will disregard all communications from computeruniverse from that point onwards.
I've re-read LG UK's authorisation letter for them and it clearly states the retailer should give a refund or direct replacement so it should never have gone to LG Germany anyway.
If the money is successfully claimed back and they later send me the repaired monitor again then they can arrange collection else I'm keeping it.
I think the AOC is expected in September, according to this article.
