I read the HD 4000 drivers aren't compatible with vista. Ill have a look on the BIOs now

Ah yes, just checked the Intel site, it's not supported. If that's the case, in the BIOS, disable the HD 4000.
This allows you to enable or disable IGPU Multi-Moniter. The default value
is [Enabled]. If you install the PCI Express card under Windows® XP /
VistaTM OS, please disable this option.
In the BIOS, go to North Bridge Configuration. Then, under IGPU Multi-Moniter, select Disable. As quoted from the manual:
If that doesn't work, right click the video controller in Device manager, and select disable.
Those CPU temps looks fine for the stock cooler.

Right, its gone now. Is there any point in getting Win7 now? Isn't Win8 coming out in Oct or something?
Well, see how the performance on your PC is first. Personally I would move to 7 since I found Vista to be a massive resource hog. But Windows 8 is nearby so probably wait and see how that goes compared to 7.
Hmm, I just had a thought.
Can you check what speed the CPU is running while you're gaming? If it's being throttled down that could be a reason.
Stupid question but have you tried running any other games besides fallout 3?
