We get it, do you even have the game? I notice you tend to do this in a lot of threads and decry the downfall of pc gaming or to criticise those who pre-ordered games. Surprised you haven't turned up in the Gears of War 4 thread to do the same (an excellent pc version fyi).
Anyway just so my question about the actual game doesn't get lost amongst the sea of 30fps/graphics posts...
Yup I have the game:

Regardless of if I had the game or not, just like anyone on the internet, we are allowed to express our thoughts on how
**** or good something is, we don't have to own/play the games to see how disappointing it is for graphics, bugs, optimisation etc. etc.
And yup, PC gaming is complete and utter
**** now, how many games have we seen being released in a broken state now? deus ex, no mans sky, quantum break, FH 3, gears of wars remastered, batman AK , rottr and plenty more I could list and what's worse is graphics are barely any better than consoles these days... So we have people spending £500+ on "just" a GPU for a slightly better experience than console...
And yup again, pre-order is one reason why we get broken ass games now or outright lied to with false advertising, how about making the developers/publishers actually work for their money on making a quality game and then they can reap the benefits for their hard work when the project is finished, not before...
As for GOW the new one, I have no interest in the game, if it is a good port then great, it might actually be the second game to be released in a satisfactory state this year...
PS.
The game is getting a massive panning:

I'm less concerned about the 30fps lock then I am finding out about the true performance once it's unlimited.
Yeah this is my concern too. I think there is a reason they went with 30 fps lock either:
- animations are locked to 30 as well
- the game isn't optimised well so we will be lucky to see fps close to 60...
Hopefully I am wrong but given how most recent aaa games perform with mediocre graphics, I won't be surprised if we see even 1070's barely touching 60 fps...
