The most compelling part of series 2 for me was the exclusion of the Coroner, which seemed odd and the investigation into the bones.
The coroner was from Manitowoc County. In the series she said something along the lines of her not being a cop so she didn't have a conflict of interest with Steve. Which is wrong, because Stevie sued
the entire county. With the coroner being a county official, she did have a (potential) conflict of interest.
Because of the conflict of interest, Manitowoc had given the lead of the investigation to Calumet County. Calumet County, though, had a rather small sheriff's department, but the investigation was a rather big one. Therefore Calumet would borrow manpower resources from neighbouring agencies like New Holstein, Two Rivers, Marinette, Brillion Fire Department, the DCI, etc.
Manitowoc personnel would also remain involved, but only if Calumet requested them. So whenever Lenk, or Remiker, or Jost, or Colborn was on the scene, they were there because they were requested by Calumet. The coroner however, was never requested by Calumet. So she shouldn't have been there. However, she kept trying to get access to the scene, even inviting herself to it, while there was a conflict of interest!
In the series the coroner explains that either a coroner or a medical examiner should have a look at the remains (if they are human). The series never tells the viewer that Jeffrey Jentzen, medical examiner from Calumet, did examine the remains.
