Looks like they were shielding someone at the top of the screen. Someone took a T shirt off and handed to the group. And It also looks like they were trying to direct a van over.

The top brass are more likely to be politically affiliated to the government of the day so makes sense it is a group slightly lower down.

One rung down, most likely - the colonels possibly. Gaddafi was a colonel, for example.
