From what the commentator said it seemed like it's the same for all the teams. Whether its an FIA rule or just something they all agreed to I don't know. I could be wrong.

Ofcourse they have more parts enough to make up a spare car but those parts can also be used on the main car. Having a spare car fully kitted up just sitting there "just in case" is a complete waste of money.
