When the eight-speed gearbox was announced, a lot of teams said they wouldn't even use eighth gear on some tracks, so I imagine the plan will be to keep it long for the circuits with very high top speeds. The clip definitely sounds strange with an extra gear in there. I think that will take more getting used to than the V6 engine for me, to be honest.
There is a rule saying that just for 2014 they can change the gear ratios once, presumably to give teams a way out from messing up completely. The way it is worded doesnt seem to prevent you from doing this within the season
I wouldn't be surprised to see some teams taking advantage of this, giving themselves a gearbox that is geared too short for tracks like monza and spa for the advantage it will give them in the earlier part of the season, then changing the ratios when the faster tracks come in. i dont know what sort of advantage this could give, but even if the advantage is tiny for part of the season i would take it.
The rule i'm talking about is 9.6.2: http://argent.fia.com/web/fia-public.nsf/EBD2ABC9403C5610C1257A85005017D1/$FILE/2014_F1_TECHNICAL_REGULATIONS_-_Published_on_20.07.pdf
