I don't see why he says "the rules forbid that" when he also points out that "you are permitted to supply parts, and therefore a certain amount of technical data alongside those parts".

They shouldn't be allowed to talk to each other, supply/swap parts, or anything. The grey area is just waiting to be exploited.

in which case that also drops Haas out of the grid because they buy most of theirs from Ferrari, you can't block 1 team buying/selling while allowing another to.

Because the rules do not permit what you appear to be suggesting. Yes parts are shared,, for Christ's sakes, look at the engine suppliers for example. Merceds did not allow, at one stage, for the other teams to have the latest spec.
The rules are clearly there and will prevent any advantage.
There is no conspiracy...

Norris has extended his contract with Mclaren as well. Even though the RB drive is alluring with Max being so dominant it isn't realistic to think a contract with them is going to result in a drivers WC from taking Perez's seat..
It might give Max a buzz though..

A Red Bull surely. He would be a better bet than Perez and would close but not too close to Verstappen to challenge him.

I don't think Red Bull want a driver to challenge Max (which, imo, Leclerc would - Max has the consistency down, but Leclerc would regularly outqualify him and take wins off him), they want a solid rear gunner. DR is a much better bet for that than Charles. And, equally, Charles wants a team that he can get behind him; he doesn't want to be in a team where the whole team is focused on delivering for the other driver.

You'd think this would be Ferrari but I don't think they'll ever get passed the overwhelming incompetence. Just the way that the engineers interact with the drivers is so poor and different to any other team - obviously we're just seeing snippets but doubt I'm far off.
 
It’s a shame to see LeClerc basically stuck at Ferrari but it’s a rock and a hard place. Ferrari are an outside chance of taking the title but every realistic option he has would be worse.

Which surprises me about the rumour Sainz is looking for the door as leaving he’ll be in the exact same position.

Let's be honest, ferrari are the closest rivals to red bull atm
 
Ferrari would be stupid to get rid of Sainz. He's close enough to Leclerc, and to be honest faster on some weekends.

I don't think Ferrari want to get rid of Sainz, but I do think they're focused on Leclerc over him (rightly, imo). If that means they lose Sainz, well, there are other drivers who'd love the seat and they have probably the second most exciting driver in F2 right now who is going to need a seat in a few years if he lives up to his promise.
