CPU-Z, Voltage stating 1.224 at idle.
Idle temps as above.

Upon Test - Voltage stays same, as does Core Speed.

After three and a half minute test - Voltage stays the same, 1.224V. Core Speed stays at 4199.02
Temperatures: Maximums - 76 - 80 - 81 - 79

Your temps are high - your cooler should be doing a better job at 1.22v - that's stock cooler temps.

Gaming it will be around 60-65 degrees (i'm guessing) - if we knew it was stable it would be fine. We would leave the voltage and run with it - but we need to establish some stability through thrashing the CPU with synthetic tests - and it stretches the CPU way more than any game/app - hence higher temps.

Run a 10 minute test - and watch temps. If it creeps toward 90 stop the test.

Are you running it?

Read above edits too - I only elaborated on some points - didn't say 'stop, it's going to blow' or anything ;)

Ideally we would let this test run overnight - but it may get to 90 degrees.

Try running a blend test now for 10 minutes - as not quite so much stress.
