lets jump to 1.22v - mine will do 1.2 at 4.2GHz but all chips are different.
If you had a better HS or perhaps reseating your present one - you would be fine at 1.25, but we would be pushing for lower anyway. Normally we would test this voltage - if it was stable we would then drop voltages again and retest - repeat until it buckled. But temps too high so we'll bump down to 1.22v.
I'm no smarter than you just play with computers - but may have hard time convincing you as studied maths and physics at uni. Bet you would have passed if you studied
