New CPU, RAM and Motherboard and constant crashes and windows installation error when I try to reinstall any programs.

Take out the gpu
And test using integrated graphics
Then the gpu can be removed from list of
Possibilities

You replaced the psu
Forgot from what to what
So will ask anyway did you take all the cables out
And put new psu in with its new cables?
 
Personally I doubt it's the GPU.
My rationale for my thoughts are that you've ported it over from a known working system. In essence that GPU has been tested and is known working.

The parts that are new are the CPU, ram, mobo.
It's only since you've changed these parts that the crashes started.
It then stands to reason that one of these three would be the problem component.
Of all the above, the CPU is the most likely culprit.

But was worth double checking anyway
Some people do it the lazy way
Leave modular cables in situ
And shove new psu in to save work

Yeah the gpu did work before
But so did everything else that breaks or
Becomes faulty
Could coincidentally start when they replaced parts
It may not be top of the list Of possibilities
But they do have the ability to remove it
And test on integrated
And rule out the gpu
So would still suggest trying it
When you don't have another compatible cpu
Or motherboard to test with
There's only so much you can do

Yeah, can see one of those parts being bad, especially CPU. Though, with AMD I'd usually expect idle/light load crashes and WHEA errors, rather than only game crashes (CTDs / blue screens) and application errors.

From the OP's description of the problem above, I'm not even certain that this is a hardware problem.

If the OP came back in a week and said "oh, I had an old steering wheel and now I disconnected it everything works", I'd not be surprised.

I've seen this exact problem before once, and with Fortnite too lol. The crashes happened on game exit, which is what OP has described.
Bumped up VDDP which helped with the symptoms, but never fully solved it. Turned out to be a faulty 7600X. Must've been the IMC.

What motherboard and processor was you using before the 7700XT and the MSI board? I assume you used the same ram this was not replaced\listed with the new parts.

Have you checked to make sure you have night over tightened the CPU cooler and have you checked for any bent pins on the motherboard?

It's a new motherboard, CPU and ram. Previously it was a 10700K and Z490, which worked fine.

There are no bent pins on the motherboard and I have repeated applying new thermal paste and re-fitted the fans, to no avail.

Ok, so not possible to try any of them without changing out everything and all that would do is narrow it down to the CPU\mobo\ram

Got anyone near by willing to let you borrow an 7xxx/9xxx processor to test?

format one of the drives remove all the other drives from the system before you try installing windows its worth a shot always best to have only one drive fitted during a windows instal
 
so long as you have a backup everything on 0 needs to be 'delete partition' i hope thats a nvme on a new build...
then install to 0.
make sure your memory is clicked in, nice retention clips are in
load hwinfo see whats going on then game a little then alt tab out see temps etc repeat...

Did you try disabling MCR altogether or just enabled dram power down because this still sounds exactly like the problem I had with MCR when I first switched to AMD?
 
Sounds like something, possibly the cpu, is faulty then. Are the cpu temps ok? Problems like this are a pain when you don't have other parts to swap out. You may have to bite the bullet and return the cpu/mobo/ram to where you bought them, writing down in detail the problems and get them to test it.
