Having thought about it though, I'd dare conjecture that had this test been successful, then North Korea would have at some point further down the line released one of their typically bellicose and jingoistic press releases stating that they have a viable ballistic missile programme, and thus the means to deliver a nuclear payload to the western continental United States. The world would be outraged, China and Russia would try to persuade us that they aren't really that bad after all, and another "Regional Conference" between the US, the DPRK, the ROK, Japan, China and Russia would convene, where, being the nice guys that they are, the North Koreans would offer to give up their missile programme in exchange for "x" billion Dollars in economic aid, "x" hundred thousand tonnes of fuel delivered annually, and "x" hundred thousand tonnes of food aid for the citizens of their "Glorious Workers Paradise". A few years would pass, then rinse and repeat. It's nought but armed robbery writ large that'll continue as long as the world indulges Kim Jong-Il in his policy of regional hostage taking.
