The amount of jail time is basically a joke. I think we can say with reasonable confidence that the perpetrators aren't going to get naked on a sacred mountain again. Rather anticlimactic!

It was stupid, but let's keep some perspective.
Prison should reside for those who are an actual danger to the population, not a collection of insensitive & stupid young people. Hurt feelings should not equal prison & any harsh penalties should be challenged.
The three days (which has already been served) along with the fine is more than sufficient, saying that a formal apology would be more appropriate.

People have the wrong end of the stick with the whole "boobs offended the mountain god and he sent an earthquake" nonsense.
Think about it for a second...
1)Mountain God finally sees boobies after God knows how many years.
2)Natives cockblock God by punishing woman who finally exposed boobs.
3)God allows boob exhibitionist to live. God kills cockblocking natives with earthquake.
I mean if you're going to believe God sends down earthquakes at will, at least spend some time working out the actual cause and effect of events. But then again the concept of God is illogical in itself, therefore it's no surprise believers in God have difficulty applying logic to other situations.

That is one of the purposes, but of course you already knew this - protection of the population is another key element.
I'd also like to know how an effective rehabilitation program can be enacted within three days.
