Number plates for cyclists...

Well if there was a camera and they had a number plate...
I'm sure there would just be dodgy plates though, and it's not as though there are any police around.
Exactly. Even if there were police around they won't know the difference between most bikes so won't know whether plates are cloned. It's harder on a car to clone a plate because you need to find a "red mini" or "white fiesta" or whatever to match your own car. But with a bicycle it will probably just say "bicycle". So a huge number of plates will simply be cloned. Everyone will be cycling around with copies of the 10 genuine plates that were issued.
 
I don't see this happening at all, where would the number plates even go.

Insurance is an unnecessary tax on cyclists, the vast majorty are responsible and safe, kids would be exempt from requiring insurance and likely to cause more problems with irresponsible behavior. Then there are those who don't care about the rules or law and would ignore it anyway.

How is iy unnecessary? Where is the money going to come from for road works and maintenance once they force everyone to not use cars anymore? Who do you think paid for the road maintenace etc including bike lanes? Certainly not the people riding bikes...

The money will be shifted to cyclist once the money drops from less and less road users.

VED goes into general taxation. VED is not ringfenced for roads at all

Edit: Just looked and apparently in 2018 Phillip Hammond ringfenced a certain sum from VED for roads. All VED would be used for for maintenance from 2020 to 2025

What does VED pay for?​

When VED was introduced back in 1920, it was used to pay for road maintenance. Over the years, roads got busier and the tax didn’t cover it, so now the money raised by VED goes into the consolidated fund of 1926. So, who pays for the roads in the UK?​

Simply put, the Government allocated a budget on a national and local level and it is the responsibility of the Department for Transport and local councils for road upkeep. That pothole that keeps getting bigger? That's a council issue that needs to be resolved via their allocated budgets. Road tax does not pay for potholes or any other issue with the roads.

No individuals pay to use the roads via road tax but they technically do via tolls.
