Not really. You said "its the road users that paid for it. Not the council". The fact that VED was planned to be ringfenced to fund roads, does not not mean that it is only VED that funds the roads. Council tax still funds it too. Which everyone pays, even if they don't use the roads. Even if VED vanished tomorrow, cyclist would still, therefore, be paying toward the upkeep of roads via their council tax contributions.Haha. Checkmate
