Are you using the latest Apex bios 0703 ? it specifically says improves compatibility with 4090 ...Yep using the Apex now, but that won't be it I don't think.
I think its the monitor. It doesn't seem to like HDMI 2.1. With Display Port it seems to be more reliable at showing the splash screen now when I switch adaptive mode off the Samsung G8. Unfortunately I don't have any other monitors to try.
