Is there any rule about claiming land that has been previously claimed (by a sign) but not developed for literally weeks?

Somebody called Dragonhaart claimed a mountain near my castle and if he's not playing any longer I'd like to tidy it up. Can an admin check when he last logged on perhaps?

Yo - i can ask him, hes my cousin. He is planning to build a giant snake coming out the mountains, i'l see if he's still thinking of it or playing anymore

I found the house and he wanted to explore it...I have no idea how lava got everywhere though

Exploring is one thing, pouring lava around and cobble is another thing.
