You said that the average performance bump is 39% which you don't see as bad, but you can't see if that bump is good or bad without looking at the previous bump (though to be fair, I suspect Pascal had a larger than average increase though I've not looked at it) to actually compare that increase. That's why I compared the last 980Ti to the 1080Ti, to see the bump, even if you don't own a 980Ti or a 1080Ti or care how they performed. And the relative performance increase of the previous Ti release was 54 - 85% increase according to TPU.
Now if you're happy, and I suspect you are, with the performance of the 2080Ti that's great. But a 39% improvement over a previous Ti isn't great when you compare it to Pascals release. As an addition to this, TPU has the 2080Ti at 39% faster only at 4k, their range is 23-39% faster than the 1080Ti. And yes, you're right, DLSS will help but by how much we won't know until games use it and we have multiple benchmarks to look at.

But over the next 12 months we will see a number of games where the graphics processing becomes much more of an overhead (historically this has always happened) so in current games you might not see much of a difference but in games being released 6 months from now it is likely to mean the difference between > 60fps and < 60fps at 4k.Thing is in the TI's case it's a massive price hike to increase the FPS from a number you won't even see, to a bigger number you won't even see. Anything over 80fps and you can't tell the difference. So why upgrade?

You don't buy new hardware (at least I don't) on the basis of how they will perform in games from the last 24 months - you buy hardware for the future experience of games not yet available (well I do - you might well have different reasons).
Game requirements have barely shifted for years, so I doubt it tbh. Game developers are certainly not going to target high end cards when 2% of gamers are buying them.
The issue is Nvidia will pay studios money to implement features in to their games which might well make the games more demanding or at least support the new technology.
For example I imagine Nvidia have paid Dice money to put RT in BF5.
If we were comparing like for like technologies I might be interested in what previous generations offered. But we are talking about a 39% average increase @ 4k (which is the only resolution I am interested in since I only have a 4k screen) plus a bunch of new technology such as RTX and DLSS - where DLSS is looking like it will almost double that 39% performance gain in games which support it. I can understand why people who are interested in the "bang for buck" argument taking previous generation jumps into account but money was not a significant motivating factor in my purchasing decision. Had these cards been 2k each I still would have bought them. Even at 2k they are 33% cheaper than the Titan V and perform better from what we have seen to date.

If you move here you get that awesome landscape all year round (and pay 1500 quid for your 2080ti FE instead of 1100 because of the Nordic Tax). If you want the card and you can afford it then get it. You don't need approval from anyone here or justify yourself. In fact 9/10 people bashing the ones getting these cards wish they could get one and probably would if they had that kind of disposable income. Others will not feel justified even though they can afford it but whatever, life is short. The only gripe I have is when people insist on justifying their buys on here in retaliation because it's a little cringy. You think the beer prices are high - you should see the whisky lol. I am not in Norway - about 3 hours drive from Oslo though (mid Sweden) and I can't imagine anything which would persuade me to move back to the UK (not even 800 quid saving on 2x 2080Ti FEs). Now I just have to wait for them arrive, I didn't order mine until late on announcement day so I got October 8th delivery date instead of Sept.
