I believe you can join anyone's quest as long as they share it no matter what level you are. Well at least I was shared a level 26 quest and I was only level 23.

Hoping I can make it to level 30! Finally found numerous quests in my last hour or so of playing.

Ah I was stuck at work yesterday

It was downloading at about 30kb a second. The only annoying thing was is that I needed to reboot my PC as I had just formatted and some drivers wanted a reboot before they would work... Yet I had to wait, didn't want to risk restarting the launcher.
