If I buy a playstation plus card and don't activate it until I get the ps4 I'll it still have a year on it ?

If you're asking whether the card will still give you a year at that point, then I don't see why it wouldn't (granted it hasn't expired).

its my first time on ps plus when new games arrive, im realoly struggling to download any of the games, when i finally start to download in background then quit the store and check on the progress, well the the current game thats downloading seems like its frozen.

is it like this when new games come out?

And also, the ps3 will heavily throttle downloads if you do anything that requires the connection like youtube or online games which obviously makes it trickle.
