From the Highway Code, this is quite useful as it covers both vehicles were in the wrong.
Not having a go, or trying to prove a point. I'm just saying, i BELIEVE, both drivers were at fault to some degree.
There is a difference between SHOULD and MUST and you used both examples in your quote.
