She's probably not had much interaction and involvement with these kinds of things, so you should try and be as forgiving as you can.
I'd write her a nice, clear, friendly letter.
Dear Neighbour,
I'm very sorry for what has happened, and I've done all I can to stop it getting worse. However it's my landlord that is responsible for fixing things, and he has assured me he will put things right. You do need to understand that I just live here, I am not responsible for things in the flat that go wrong - it's my landlord.
I can't think of any reason why the water leak would have had an effect on your own water supply, but I've contacted my landlord to let him know. The two things are probably unrelated.
As far as the paint is concerned, I would imagine my landlord will arrange for it to be painted, rather than just give you a tin of paint, but I'll let you know as soon as I hear of anything.

Yeah that's what i believe also only thing i can logically think of is something has tripped but with how she is reacting she isn't exactly bringing out the best in me ..

I will try and avoid a wall of text but here it goes
I live in a house separated into 2 flats I'm on the first floor the other tenant lives on ground floor, i had a major problem last week in terms of a major flood from my toilet caused by the ballvalve sheared off causing mains pressured water to flood the bathroom, naturally the water can only go to one place and that is downstairs, i managed to cut the water off and call my landlords plumber out to fix the problem was done in a few hours.
Here is where it gets awkward the woman downstairs is deaf making communication problematic i went down to her flat to check out the damage apart from water on the kitchen floor and mains tripping no major damage i explained to her that the problem has been fixed she just needs to wait for it to dry in a few hours and toggle the switch for power to those appliances again and i even offered to help clean but she declined this, so i went back up and thought nothing of it.
I obviously emailed the landlord and explained he said he will cover all costs and just needs to wait til the water dries to fully determine the damage and he advises he will cover all damage costs to downstairs, i was largely unaffected.
Next morning at 6am i had her buzz my frontdoor for aproximatly 15 mins this naturally made me really ****ed off and i refused to answer the door she had shoved a note under the door saying ''your water has made my roof brown you must by me white paint'' i put a note under her door after i got in from work and i explained my landlord will contact her landlord that owns the bottom half and is responsible for her as a tenant and all damage and costs will be covered by my landlord.
few days later i've just received another note under my door saying ‘’Hello, I have complained because my hot bath or shower is not working since the water from your toilet broke, so you have to be responsible’’
I was quite shocked about the manner of the letter but i am unsure what i can do as i have no plumbing knowledge at all and i cant exactly afford to cover costs off my own back for someone to fix whatever is wrong, and not only that my landlord has said he will cover all costs anyway.
I am trying to be understanding about her situation but she is making it extremely difficult i have no idea if her landlord has contact her yet or anything,
What would you guys do in my shoes?

I'd certainly be ****ed off for her waking me up at 6am.
she absolutely has no excuse to wake someone up at 6am.

I was in basically the exact same situation that you are a couple months back.
Our shower was just tiles on the floor with a drain. The tiles weren't done properly and every time we had a shower it would start dripping downstairs until it got really bad and it was like a waterfall downstairs at one point. It happened at a good time because they were renovating downstairs and their ceiling was actually open.
We had a few confrontations and in the end I just chose to ignore them and tell them to do one because it's not my problem to deal with. I rang my property manager every time it happened and now we've got a new shower fitted XD
I can just imagine how calm many of you on here would be if you woke up and found water dripping on your PC from the flat above and was told by your neighbours "it's not my problem"
It's all very well saying it's not your problem because for you it's not really an inconvenience, but for the people below having water pouring into the flat it's really not a nice situation to be in, it quite often stains the ceiling and potentially damages equipment, end of the day the water is coming from your apartment, I think it's understandable that anyone would be annoyed in these circumstances.
I can just imagine how calm many of you on here would be if you woke up and found water dripping on your PC from the flat above and was told by your neighbours "it's not my problem"
Also, since when is deaf an excuse for writing like that ? A 14 year old kid from Holland writes better English than that.
