You're possibly right but the wording is always tricky. They are saying you are not entitled to TIME OFF, i.e. the day itself (lol @ Centre Parcs) but you may be entitled to the extra day.

I'd be quitting if my employer said I wasn't getting the day, but not too upset if I still had to work.

This is a matter for discussion between you and your employer.

To me this seems fairly clear there's no additional statutory entitlement, whether on the day or another day in lieu.

I think plenty of employers will be tight about it if it's at their discretion.

UK law doesn't require bank holidays to be given off, or time in lieu, but rather gives a specific number of days a year. Most employees that work normal hours (i.e. Mon-Fri 9-5 or similar) have an entitlement to "bank holidays" in their contracts and then a number of days on top of that to be taken as and when; but shops, pubs, medical, 24hr support line, and all the other employers that works shifts usually specify either a number of days (which includes bank holidays) or a number of days + days in lieu of bank holidays. What people get will depend on what their contracts say and the kindness of their employers.
