I thought the cartoon was quite well done.
Didn’t these old style cartoons over exaggerate everything in the character, he’s drew a woman who has a stronger frame than most men a little larger than she really is and now it’s racism?

I'm not going to argue the toss about this with people that just post essentially "no it isn't" or "I can't see it". I've stated why I think it's racist. If you'd like to say why it's not reminiscent of those Old Tom cartoons (which I think it is) and is therefore AT LEAST racist by association, please go ahead. Otherwise, don't involve me. I never claimed it wasn't. Old racist cartoons had an element of truth to them in so far as they picked up on some features of (some) black people. Serena happens to have certain features that might well overlap. Like I said already I think the lips are a bit of a contentious area, fact is though she is a big woman, she does have messy hair, she does have a flat nose, she is black and she did have a tantrum. He's drawn a cartoon in his usual style, I think if he made an exception because she was black then he'd be engaging in a form of soft racism.
In context she threw a hissy fit and that is the reason for the cartoon, it isn't a general attack on black people or on women. People are so keen to be outraged about anything and everything these days but context and intent matter. Ignoring contect and intent and voicing some outrage simply because it seems to share some similarity with something racist doesn't make it racist. It is the same tiresome knee jerk reaction from SJWs that people are getting bored of, in fact I'd say this tendency for SJWs to call so many things "racist", "facist" etc... just lessens the impact when actual racism deserves to be called out.

Personally, I think people are reading far too much into her depiction. The point of her part in the picture is that she essentially became just some girl in the background due to Serena's behaviour.
So I just did this:
Using the colour grabber tool. I took multiple samples from Serena as she is 'front and centre' and so her skin tone has more detail due to lighting, I took samples from both light and dark points on the cartoon. Osaka's skin tone is depicted more monochromatically.
Has Osaka been white washed? Or more likely is it something to do with grey/grey contrast? Idk. Colour disparities don't look that different. But quite clearly the 'white' umpire has a different skin tone to both serena and Osaka.
As for Osaka being blonde, she has blonde highlights on her pony tail sticking out of her cap, which is exactly what is depicted in the cartoon.
