Yep. It shows on the Website, but not the W10 Store.

Also to the left you can just click on weather you want to look at the Mobile or PC Apps.

I'm not trying to. I'm trying to install an app onto my Windows Phone by browsing the store on my PC through a browser and selecting to have that app installed onto one of my other devices, namely the phone.

I'd expect to be able to do the same with my Windows 8.1 tablet.

Go to play.google.com, search Facebook, get 1 result, click install, choose where:

Done.

I've got a W10 Desktop, a W10 Laptop, a W8.1 tablet and a W10 Phone, yet I appear to have no way to log into a central point and send apps to be installed on them.

Theres a desktop app. But I don't think there is a metro app, that I can find.

Dunno what this has to do with Windows Phone though.

just tried Spotify and your right it doesn't show up. so it only display the apps that's on desktop and says if it's on mobile.

What is has to do with Windows Phone is demonstrate Martini's point that there isn't even a Universal app store, let alone Universal apps!

Maybe if you weren't running all the preview builds you wouldn't have so many problems?
