I've sorted it. The fact is, this bike was not designed to take 23mm tyres. At the front of the dropouts the 23mm tyre is against the frame. 20c tyres clear the frame (and are the same size as old track tubulars). It looks pretty tight, but there's bags of clearance now:can you not add another link into the chain? Or a halflink maybe?
