Finally feeling like I've made some progress:

It's been ages since I felt remotely "fast"

Last night I went out with a guy from work, who's been doing loads more rides than I have. Climbing 5000-9000+ feet on his rides. Most of mine have been 2500 or less. And compared to him I've hardly been out. This was a flat-ish ride, of 20-something miles.
The last two links above are Ripon > Northallerton and back. I did them on the same day, last summer. I had a pretty decent rest between the two rides, and it was warm, dry and generally a nice day. I forget how far apart they were timewise but I guess one at around midday and the other back home late on the evening.
16.5 / 16.6 mph average. Flying along, I thought I was.
Last night was flat with a few lumps along the way. I don't know how elevation data is calculated by mr Garmin, but it's got more hills in it than the above two... so nearly 2x the climbing seems accurate... even though it all seems to be below sea level.
Steve wasn't feeling 100% / full of energy so spent a bit of time waiting for him to catch up, but most of the time we were pretty close. Bit of drafting here and there but mostly not. I was on the front 95% of the time.
I wasn't full of energy either, but had more than I expected.
Until the last few miles my average was about 18. It dropped off a bit on the last few gradual uphills but I didn't really have much left in my legs to push on, plus I was waiting for steve. And there was a bit of a headwind on the last long straight.
Is a 1.1mph average increase good in this case? My previous rides (with more climbs in) didn't feel anywhere near as good, even on the flat bits.
I'm going to repeat this ride next week sometime with steve, but I'll actually eat some proper food during the day... see if I can beat 18mph.
