I've found these 90nm CPUs don't clock any better after ~ 1.6v. (I've had 3 or 4 3000+ Venices and now this 144 Opty).
It does 2.7 Ghz on default volts, then needs 1.425v to do 2.8 Ghz, then 1.50v for 2.9 Ghz. After that, it's tough going to get to 2.95 Ghz. It stops booting after 1.65v
EDIT - Nice system you got there! (VERY similar to mine, including 22" CRT )
