I don't think he'll face a penalty, but they could view as unsportsmanlike behaviour.

The only rule I can find is this:

6.6.2 Competitors must ensure that a one litre sample of fuel may be taken from the car at any time during the Event.
Except in cases of force majeure (accepted as such by the stewards of the meeting), if a sample of fuel is required after a practice session the car concerned must have first been driven back to the pits under its own power.

Qualifying is not a practice session so that doesn't apply.
 
I thought they introduced the rule you must make it back under your own power when Hamilton had to push his car back in canada 2010(?)

Under fueled by 2L which is how much weight? 1tenth max? So he would have been .4xx clear instead of .5xx
 
I suppose points could be awarded for qualifying based on performance over the whole season e.g. after final qualifying session of the season the drivers are ranked from 1 to 24 based on average position in which they qualified and a one-off points award made.
 
This rubbish of stopping the car on the "in" lap is getting ridiculous, all drivers should be forced to return to the pits or face a penalty...

That would be the easiest solution really, however you may get some that fuel them short and stop out on track as they 'have an issue' like Mclaren did today, even though he was miles ahead.
 
If every car is going to fuel so little that they have to stop because they don't have enough for an in lap, there will be no net performance improvement since everyone is doing it. So they need to make it so that the cars must be able to get back to the pits under their own power or face a penalty to stop this sillyness.

If a team does this they should be penalised.
To me i's simple, if the car doesn't return to the pits after quali/practice/race then there must be penalties.
 
Would McLaren really have knowingly under fuelled when it seemed quite apparent after his pace in Q2 and after his first run on used softs in Q3 that he could take pole pretty easily. Seems like a stupid risk to take when surely they knew what the punishment could have been.
 
If stewards don't buy McLaren's excuse HAM cd lose pole, penalties vary from fine to 5 or 10 place grid drop to back of grid/pit lane start
