You have to make it back to the pits under your own power unless you have a technical or mechanical reason for not doing so. Like braking down or crashing.
Telling your driver to stop because you think he doesn't have enough fuel is not a mechanical or technical reason. Its actually the exact behaviour that got the rule put in in the first place, again with Hamilton.

His earlier time, set when he clearly did have enough fuel to return to the pits would have put him fifth. Back of the grid is, in no way, proportionate to the offence.
Personally, I think Vettel, Schumi and Kobayashi should face penalties for not even trying to set a time. A rules chance is needed, methinks - getting rid of the pointless rule that you have to start on the same tyres would do it.
When the race starts he should just have a Sunday drive round the track and park up in the pits. There really is no point in racing this one.
