But currently on the different tires Ham was losing between 0.5 and 1 second per lap, under VSC he won't do that.

They have a minimum time - Hamilton lost 0.8 on the first VSC lap. There is room for deviation still.

And vettels softer will go cold and off more than Hamiltons mediums

To me Vettel pushed Hamilton off there did he not? I think Hamilton was even ahead at one point just before turning in further, Vettel just overcooked it, went too wide and forced him off.

Ferrari pitting so late was such a brain dead move, they were going onto the mediums, saving the time in the stop was better than saving a lap on those tires.
