Have you ever set p7 as the minimum state?
Im too scared to do that I have State 4 @1502 set to Min State in a profile

Yeah its weird, trouble is, it's nothing to do with clock speeds Shanks mate. Even using Power Saver/ balanced/Turbo or even custom, results in the same issue. Why all of a sudden is it only doing it on the 19.2.1/19.2.2 driver though? Was fine on every driver before these. I rolled back again to 19.1.2 and it's absolutely fine, flying along at 1750/1100 with no stutter or clock drops anywhere.
Well ReLive is still not recording in 60FPS at 3440x1440, 1080P and 4K are fine and record at 60FPS but 3440x1440 seems to be borked, I tried a paid recorder called Action by Mirillis and it records 3440x1440 at 60FPS no problem.

I've tried various bit rates as well as trying out HEVC within ReLive but nothing seems to work, Guess I've gotta wait for another driver
I have the same issue as well. The core and memory clock drop every 3~5 seconds. So almost games suffer frame rate drop or stuttering. I tried The Evil within 2, Fifa 19 and Anthem with the latest 19.2.2 driver. The problem none existed in 19.1.2.

Nah, I've rolled back to 19.1.2 for playing Anthem. The game is running smoothly now so I can wait the next build to see if fixed.Same here, rig is in my signature below, all water cooled, 8700k and z370 here also. And also using a V64 with flashed bios.

@LtMatt someone else with the issue, obviously still isolated cases but there seems to be a bug in there somewhere
