Tropico 4 & x-pack (Modern Times)
7/10
Game time: about 70 hours completion total
Great fun, humour, SimCity-type less serious (statistical) game. Better graphics in my opinion than what I have seen of SimCity 2013 and if I'm honest make more sense multiplayer as an island instead of what I perceive to be 'island' or satelite cities on SimCity 2013.
Reason why not 10/10

Inadequate transportation system
For people who have played Simcity 4: think of it without the NAM and without a basic highway infrastructure (nuff said
)
For others here is a more elaborated discussion: you can only build single carriageway roads. These roads get busier as your island progresses and people start to commute via car than by walking to work as you build garages and more advanced buildings. This is not a problem per se however the game makes this a problem by making intersections (4-way stop) very difficult. The cars seem to stall and take to long to clear the intersection. It is made worse as there is no option of making grade separated junctions or one way systems to alleviate it so after a period of idleness the cars simply disappear and the occupant starts to walk.
You can make roundabouts (but not one way) which does help somewhat (the game seems to have problems with 4 way intersections and not 3) however after time it does become problematic - you do not make a realistic city design.
Also, you cannot prioritize road use as you could try and build by-passes but hardly any cars would use it for that purpose - they would rather take the (probably 'shortest' by crow files) route through the city centre and add to the congestion, lol.
Therefore there are some amusing but rather inaccurate/unrealistic city designs out there.
Metro/Underground was added in Modern Times which does help with things somewhat. During the 80s (game starts at 1950, time moves on in months after a few minutes or seconds depending on game speed) the building unlocks. You can start to alleviate congestion in cities by demolishing garages (stopping people taking out there cars) and plant them on the outskirts for workers to use to get to farm on the other side of your island for e.g. Then there is a problem with the Tropicans walking to one garage to take the car to the other side of town, but anyway. On balance, the Metro if you build the right stops (price increases each stop you build).

Limited radio
The radio is great addition to the game. "This is TNT News Network, I am your host Penultimo bringing you exploitive"
"explosive" whispers co-host Sunny
"err? explosiv - yes explosive news!"
That line I remember since everytime you start a game it comes up. It is a shame that this and when other events occur you do not get a different verbal so the jokes become unfunny and overused over time. It is a shame because this is what adds a lot to the game IMO.

Campaign
I was disappointed by the Modern Times campaign. I felt it was trying to be more fun but in turn made it more silly and perhaps the plot was more "kid-friendly" (?) and unrealistic which ruined the immersion, at least for me. The base campaign was like Tropico 3 which was good, although a little bit repetitive (build this, build that, export this, import that etc etc).
