I used to know a couple of professional Quake players (Q3/4) that would be considered very high skilled CS players just because of how ridiculous their aim was. Granted, they only ever played mixes, but they dominated them a lot of the time. Id like to see a professional CS player dominate a Quake pickup.
I don't know many high level quake players who can sucessfully transition to CS - the type of aiming required is very different - rail aside quake is about accurate tracking against a fairly generous hitbox, anticipating and adjusting for movement as you go - whereas CS tends to be about fast precise targetting of a specific area of the hitbox for a very short length of time. You have to train exclusively really for one or the other to be good at the type of aim it requires.
Which is why fatal1ty didn't do so well, rather than the lack of ability - quake/unreal type shooters were where he was making the money and he couldn't retrain for top level CS without sacrificing that.
