I don't know why you're having these issues. Mine has rock solid full signal at home and most of my local region. It's no different to how it is on my Nexus 6P.I expect a phone to have a signal and not when it feels like it, non of my other Xiaomi phones have had this problem.

Yes, Note 4 is a great phone (have it myself) but it was released 1,5 years ago.
RedMi 5 plus global is a good alternative until RedMi Note 5 is released. I still would consider Note 4 though for those who dont want 18:9 screen.
Problem with RedMi 5 plus is that it is tall, 158mm (Note4 151mm). The camera is also mediocre unless you root and install Googlecam.
As said above. Don't be cheap and buy a phone that doesn't support all bands. It just is a pain. Always wait for global version of the phones. Check that the bands are supported before buy, for a nice experience.
