I suspect it's more that YOUR ship logs you as firing on an unverified target.
Essentially, during the time taken to do the scan, your ship is checking to see if the target is Wanted *in that particular system*. Same thing happens when you KWS them, but you're checking to see if they're Wanted anywhere else. If you fire before the scan is complete then, even if they are Wanted, you are in violation. Probably some monitoring software in the scanner, with T&Cs that you didn't bother reading....
Either way, I think it's your own ship grassing you up, rather than theirs!!
Think I'll do a bit more bounty hunting in my vulture, with the aim of making enough money for a fully kitted asp. How much do I need for that?

Depends what you want to do with it, I guess.
When I sold my Combat Asp, I got about 24mil Cr for it. That was packing stuff like shield boosters, hull reinforcement, Multicannons and Beam Lasers. Some good bulkhead armour too, IIRC.
If you find a decent RES or conflict zone with high value targets, you could turn out as much as 1mil per hour.
