There is no program that will log on to your account and change your skills for you, the program mentioned above is EVE Character Manger, it merely allows you to plan ahead you still have to do the skill changing. A program that changed your skils for you would be against the EULA, if you were to use it you would more than likely find yourself without an EVE account.

Anyway, I refer the gentleman to the answer I gave some moments ago. There is, and never has been a program which will automatically log on and change a skill. As mentioned by the people above me it sounds like you're describing Eve Character Manager in respect of the manual skill planning.

Ok jimney cricket I hold my hands up - it was the planning tool rather than one that automagically does it for you.

Edit: Just rerolled and it looks better already. have some skills higher then i did on my other char and got rid of some that im not going to use so glad i did it now :)
