It seems the person who got it early misunderstood. It targets 60 but has no performance mode so should be OK if you have a VRR display.

I definitely understand that there's a difference between being a first party developer for Sony like a Naughty Dog etc. compared to developing for multiple platforms but seeing TLOU Part 1 run at a flawless 60fps in performance mode whilst also looking incredible makes it super difficult to get on board with games that are either locked to 30fps or don't even attempt to have a performance mode.
