How does the memory frequency rating work? I mean it runs at an actual 1.25Ghz but is advertised as 10Ghz.

Essentially, it [GDDR5X] provides the memory controller the option to use either a double data rate mode that has a prefetch of 8n, or a quad data rate mode that has a prefetch of 16n. GDDR5 only has a double data rate mode that has an 8n prefetch.

Have you checked if it has those thermal pads installed, those "temporary fix" on the card?
Does that involve removing the cooler?
You should be able to see from the side profile, when you're facing the FTW logo
