Whats your PSU? Also you MUST run the latest DDU in safe mode. Try it now it works with the Vega.
Also use Ccleaner before you install the drivers, go to registry and fix the issues. Try twice.

Then install the drivers.

Oops, thought I said it, but it's an OCZ StealthXStream 2 700w,so it should just about be OK, though it is getting on a bit.

As for safe mode, I don't actually have a keyboard that will work in safe mode,and don't have any spare ps/2 ones available either, otherwise I would have.

What sort of keyboard you have? Mine works on safe mode and is USB. Also you do not need keyboard. Just mouse to do 1 click. If one port for the mouse doesn't work try another.

Here is how you activate it from DDU to give you option to boot when you re-open the app. You have to do nothing after than than click the mouse.

Select both options. You do not want windows trying to override the drivers.

Imho if you have issues these days in safe mode, I would advice you to do a fresh windows installation.
 
Spent today bit more but as busy at work came late home.
I believe the greatest benefits of keeping temps low is the Power save, balanced and turbo modes and not on custom overclock.
On custom overclock we combat heat and power consumption and stressing the VRMs.

If you consider that 1548 is the speed at 330W+ on the reference board, and can be achieved at 178W by keeping the CPU bellow 30C that is huge.
Same applies to 1640 clock at 234W setting (balanced mode) and 1720 clock at "Turbo" mode 276W setting.

the only problem with the default settings (power saving, balanced and turbo) is that the HBM remains at the stock speed. That's no good that. HBM is what gives this card it's biggest boost in performance.

Actually with 18.6.1 had a profile with 930mv on P7 and 910mv on P6 with 1050 HBM and -3% overclock.
I will try it again and see what will come up now that is under water. Back then was similar to Power Save mode but at 160W not 176W cap.

To be honest what I like most is the fiddling. If I had gone to downvolt the GTX1080Ti Xtreme, it would crash straight away and it will take ages if at all to get a figure not to burn 330W while playing EU4 etc. Here we can just cut off the power and the GPU is just figuring it out what is the best speed about it. And then even at Turbo mode, it will downclock to 1130 core if there is no need of the extra power, sipping 80W while playing EU4/CK2. Not 330W+ trying to break the FPS record.

@LtMatt is there any public available documentation how the Vega behaves in relation to heat?
I am getting some baffling speeds and behaviour when it is working at sub 29C temps.

For the sanity of all. Did you check your cable it connected correctly? Just had my new DP1.4 cable and had similar issue. It was the cable not plugged properly :o

I've tried tried everything short of rubbing massage oil.... (Ahem), Tried it.

Shame that nasha, you having no luck at all :(
I just hope I can get a replacement rather than a refund.

1) Cities Skylines. Huge benefit over outgoing GPU
2) Tropico 5. Huge benefit, but hairdryer in the case
3) NMS. Was fine with 390X, juddery and unplayable on Vega 64.

Did you use DDU in safe mode to wipe your the drivers and install 18.8.1?
 
Got a question to you expert users. I got the PowerColor Vega 64 Red Devil card today and played a little Witcher 3 with it. The temp was around 66-68c most of the time and the fan was going like a hairdryer on speed ! :( Is that normal for the card ? The 290's I had in the past did not make that much noise when under load from what I can recall. Just want to make sure so there not a faulty card.

Now, if the fan noise is normal. How, or what, should I do to get the fan noise down ?? I never played around with either undervolting a card (if that what's needed) or the fan settings, so quiet a n00b as to where to do this. :o Right now with normal usage, I guess you can call it that (couple browser up, steam client and watching a twitch streamer), and the temps are around 45c.

Everything you need is in radeon settings just look for wattman. You will be able to knock down the vcore to around 1000mv which alone will probably drop the temperature enough to stop the fans spinning up to much.

Yeah I found Wattman, and under Global Wattman I can adjust the slider to Custom and then for the GPU there is 7 stages, the last two set on Auto, 1150 and 1200 when I make it manual. I am guessing these are the two I have to change ?? As I said, total n00b so need guidance, or a well made guide to read. :o

Thanks ! Read through it and if I understood things right and followed what @ICDP posted, this should be working then ?

First picture is the proposed changes if I understood things right, have not applied them yet, although saved the profile if it is right. I marked the things I changed, to look similar to what ICDP had posted, did not touch the frequency of the GPU though. The fan speed I couldn't get lower then 800, although he had his sett on 400, but might been limited with later updates of Wattman ?

Second picture is the stock settings of the card, as comparison if needed.

Would that work ?? Don't really want to hit apply and mess things up until sure. :o And maybe should wait a couple days, just to be sure card is working alright and such before messing around with the settings ??

I don't think it matters what profile you use, the main thing is to get the voltage down and a dial the clocks to the right voltage tables.
I agree though that you can get good reductions in power usage at reasonable fps.
Bearing in mind though that Gpu-z doesn't report the full power usage, so add +40 watts to the reading for the true power.

In fixating on pebbles (horse) You can see the difference in power used between stock core 1630, 1100 hbm with +50 power, vs my mining/quiet gaming setting of 1400-core 1100 hbm at 0.950v, I fixed the fan at around 4000rpm just for testing, it's usually around 2500.
So in this example it's 4fps @ +129w.
