Waiting for AIB cards and hoping some drops £550 is where I want to see could push close to £600 but that is very much my max..

It's not year old tech if nothing is better this year is it? The TI is a different price bracket and Nvidia haven't released a faster 1080/1070 level card.
No, the fact that there's still no real competition at the top end means nVidia don't have to release a new card at all. I wouldn't expect Volta (at least affordable versions) until at least Spring 2018.It's the same level of performance but more expensive than a card released a year ago. If you'd have known that a year ago would you advise anyone to wait a year if they want 1080 level performance because in a year's time you can pay an extra $100 for the same thing?

Sorry I'm not clued up enough but whats with the higher CPU usage on the 1080TI? I mean it's not like it's maxing out but I'm curious as to why it is.
