I'd probably stick Mings in place of Maguire, Henderson and Bellingham in midfield with Grealish Mount and sancho in behind Kane.The problem is if he rests too many players and England get knocked out he'll be absolutely lynched, so I think it has to be done in moderation.
Foden, Maguire, Rice and Phillips are all on yellows so should be prime candidates for being rested. Basically Henderson for one of Rice/Phillips is a no-brainer. Foden I don't think it really matters whether he gets banned for the semifinal or not. So the tricky one is Maguire, only recently back from injury so you have to weigh up protecting that vs regaining match fitness. We also have a poor selection of replacements, if he gets rested I'd just go 4 at the back and add a more attacking player in.
Finally there is an argument that the semifinal won't be a super tough game either so rather than playing silly ****** and trying to avoid suspensions we should just focus on the next game and if we qualify who cares if some of those guys are banned, better than getting knocked out at QF stage.
I do think maybe Kane should be rested so another striker can get into form in case they are needed later in the tournament. But like I said, if you drop your main goalscorer and don't win then he won't be allowed back in the country.

Good point, probably the wrong game to rest him.Maquires industrial style seems quite suited to playing vs Ukraine. Play your best team and worry about any suspensions later. That said I dont think Rice would be missed too much.
YeaDon't think Southgate will change much at all, sterling/kane are a shoe in. Possibly Saka/Grealish swap is all.
