It's not confirmed, just rumoured that they may do this right now, I think it's more tricky for Russia publicly & politically on the domestic side because it's Azov and how they've been portrayed as the personification of Nazi's so it's a bit weird invading to kill nazi's to then let nazi's go in a prisoner swapHave they actually done this, or has the designated knobber just mouthed off in Parliament? We've seen many examples of this through the conflict. I'm not sure why they do it, but it seems to be a practised routine.
